Victorian Budget Reply 2016

Mr HIBBINS (Prahran) — I rise to give the budget reply on behalf of the Victorian Greens and the residents of Prahran and not only to give our response to the state government's budget but also to outline our vision and our plan for Victoria. Victoria really is a great place to call home. That is why so many people from interstate and around the world are moving in and coming to Victoria. Now is the time to have the vision and courage to take the next big steps for Victoria: to make the transition to an economy powered by clean energy; to...

Media Release: VET funding overhaul needed

Greens TAFE and training spokesperson Sam Hibbins says that state and federal governments need to work together to overhaul the broken VET funding system. “Vulnerable Victorians are being taken advantage of by for profit private providers. The VET system has degenerated into a get rich quick scheme,” Sam Hibbins said. “The state government is tipping money into regulating the market driven VET funding policy which is a proven failure. It’s time they abandon the failed marketisation policy and shift funding back to Victoria’s quality public TAFE’s. “The VET FEE Help scheme is adding fuel to the fire. The federal...

Education Legislation Amendment (TAFE and University Governance Reform) Bill 2015

Mr HIBBINS (Prahran) — I rise to speak on the Education Legislation Amendment (TAFE and University Governance Reform) Bill 2015. I will preface my comments by saying that there has been a bit of back and forth, a bit of counterclaim between government and opposition, on who is to blame for TAFE, which is a good reason we need a different perspective in this place, because it really is a pox on both their houses when it comes to what has happened to our TAFE system. I will get to that in a bit.

Grievance Debate

Mr HIBBINS (Prahran) — I rise to contribute to the grievance debate. For those in the gallery or those watching online, the grievance debate is great tradition — it is a 2-hour airing of grievances that occurs every third Wednesday in this house. It is close to the holiday season but it is not Festivus. Frank Costanza is not here, although I reckon he would acquit himself very well, possibly in talking about infestation. There are no feats of strength, no aluminium pole. We are not going to be using this time to debate a private members bill or motions; nothing substantive will come...

QUESTION WITHOUT NOTICE — Sue Pennicuik to ask the Minister for Training and Skills. Ms PENNICUIK (Southern Metropolitan) — My question is for the Minister for Training and Skills, and it relates to something he mentioned in his response to Mr Finn. The minister is aware of the arrest of three men in Melbourne yesterday in regard to the exploitation of overseas students in their subcontracting business with Australia Post.

QUESTION WITHOUT NOTICE — Sue Pennicuik to ask the Minister for Training and Skills. Ms PENNICUIK (Southern Metropolitan) — My question is to the Minister for Training and Skills. On 6 August I asked the minister whether he was aware of a private registered training organisation (RTO) that was allegedly exploiting students in its training and courier business.

QUESTION WITHOUT NOTICE: VOCATIONAL EDUCATION AND TRAINING, PRAHRAN

QUESTION WITHOUT NOTICE — Sue Pennicuik to ask the Minister for Training and Skills. Ms PENNICUIK (Southern Metropolitan) — My question is to the Minister for Training and Skills. Recently public housing tenants in Prahran were signed up to inappropriate vocational education and training (VET) courses with the inducement of iPads and laptops. Many of the residents targeted were vulnerable, elderly or on a disability support pension.

Question Without Notice: Vocational Education and Training

Ms PENNICUIK (Southern Metropolitan) — My question is to the Minister for Training and Skills, and it relates to his ministers statement and media release of yesterday where he reported on training rorts by certain employers and a registered training organisation.

Second Reading: Education and Training Reform Amendment (Miscellaneous) Bill 2015

Mr HIBBINS (Prahran) — I rise to speak on the Education and Training Reform Amendment (Miscellaneous) Bill 2015. The Greens will be supporting this bill, which will amend the Education and Training Reform Act 2006 to extend the powers of the Victorian Registration and Qualifications Authority (VRQA) in relation to the financial viability of non-government schools. The bill also makes changes in relation to the powers of school councils to enter into licensing agreements.
