Constituency question: Pigeon Infestation

MR HIBBINS (Prahran) —  My constituency question is for the Minister for Housing, Disability and Ageing, and it concerns the ongoing pigeon infestation problems at the Horace Petty public housing estate in Prahran and in particular in this instance at the TRY South Yarra Preschool. The pigeon issue has always been a problem but has gotten significantly worse and is causing considerable distress to children and their carers. Mr HIBBINS (Prahran)  — Today was another freezing morning. In fact it has been one of the coldest starts to Melbourne's winter in 36 years. I want to take up one of the boldest ideas that came from the audience at my recent Homelessness Action forum. Mr HIBBINS (Prahran) — I rise to call on the government to establish a fund to pay for the immediate replacement of dangerous cladding and other safety measures on apartment buildings found to have non-compliant, flammable cladding. Many residents in the Prahran electorate have raised this serious issue with me. When it comes to bikes, last week's budget was the same old news: stuff-all for cyclists yet again. Mr HIBBINS — There is a lot of excitement in our community as progress toward the opening of the new Prahran high school continues. The new school has come a long way in the last four years, from securing a location and getting the extra funding required to construction, which is now taking shape on High Street. Mr HIBBINS (Prahran) — I rise to congratulate the Prahran basketball team, who were grand finalists in the recent City Basketball League finals. The league was contested by teams from public housing estates across inner-city Melbourne. I was proud to sponsor the Prahran team, who were fantastic ambassadors for our community as they competed in each round at a different public housing estate, going undefeated in the regular season and making the grand final. Justice Legislation Amendment (Access to Justice) Bill 2018

Mr HIBBINS (Prahran)  I rise briefly to speak to the Justice Legislation Amendment (Access to Justice) Bill 2018. This has a number of elements. This bill seeks primarily to implement 16 of the recommendations made in the 2015 Access to Justice Review. It also importantly ends the requirement of what is called forced divorce for transgender people wanting to change the sex marker on their birth certificate. I will address just two of the issues in the access to justice part of this bill.
