Question without Notice: western distributor

Mr HIBBINS (Prahran) — My question is to the Premier. It is in regard to the western distributor toll road. The Premier has already said, 'This is an outstanding proposal'. He has already said, 'this project is exactly the sort of project Tony Abbott would want to partner with us on'. Is stage 3 of the market-led proposal guidelines a genuine assessment or just a rubber stamp?

Second Reading: Crimes Amendment (Repeal of Section 19A) Bill 2015

Mr HIBBINS (Prahran) — I rise to speak on the Crimes Amendment (Repeal of Section 19A) Bill 2015, which the Greens welcome into this house. This bill seeks to repeal section 19A of the Crimes Act 1958, which was brought in in 1993 and which makes it an offence to intentionally infect another person with HIV.

Adjournment Matter raised for South Yarra Station

I raised an Adjournment Matter regarding South Yarra Station in Parliament on 14 April.

Response from Education Minister received

I have received a response from the Education Minister to the adjournment matter I raised in February regarding the school.

Second Reading: Domestic Animals Amendment Bill 2015

Mr HIBBINS (Prahran) — I rise to speak on the Domestic Animals Amendment Bill 2015. Taking this bill at face value, it places a one-year moratorium on the destruction of restricted breed dogs whilst a parliamentary inquiry into restricted breed legislation takes place. In previous debates regarding this matter — on previous bills and motions — the Greens have supported a review of how we can best prevent dog attacks. It is on that basis that we will be supporting this bill.

Answer to Constituency Question: Prahran Mission drop in centre

Mr HIBBINS (Prahran) — (Question 109) My question is to the Minister for Mental Health. The Prahran Mission drop-in centre in Chapel Street, Prahran, was forced to close after the previous government cut funding to non-clinical community-based mental health services.

Member Statement: Public Housing

Mr HIBBINS (Prahran) — I recently attended a community barbecue hosted by the South Yarra Public Tenants Association at the Horace Petty estate. There I had a chance to meet residents and discuss any concerns they had. Many residents are elderly and have a Russian background, and we spoke with the assistance of a Russian interpreter.

Second Reading: Jury Directions Bill 2015

Mr HIBBINS (Prahran) — I rise to speak on the Jury Directions Bill 2015. I will be brief in my remarks on this bill. The Greens support this bill; however, we have concerns regarding the non-mandatory nature of some of the jury directions.

Second Reading: Mental Health Amendment Bill 2015

Mr HIBBINS (Prahran) — I rise to speak on the Mental Health Amendment Bill 2015. The Greens welcome any move to strengthen and improve our mental health system.

Point of Order: Prahran Secondary School 19 March

Mr Hibbins — On a point of order, Deputy Speaker, I draw your attention to the failure of the Minister for Education to respond to an adjournment matter I raised in this place on 12 February regarding the proposed state secondary school in Prahran. Sessional orders require the minister to respond in writing to adjournment matters within 30 days, so I would appreciate your writing to the minister to seek a response to that adjournment matter.
