Mr Hibbins — On a point of order, Deputy Speaker, I draw your attention to the failure of the Minister for Education to respond to an adjournment matter I raised in this place on 12 February regarding the proposed state secondary school in Prahran. Sessional orders require the minister to respond in writing to adjournment matters within 30 days, so I would appreciate your writing to the minister to seek a response to that adjournment matter.
Constituency question: Prahran Mission drop in centre
Mr HIBBINS (Prahran) — (Question 109) My question is to the Minister for Mental Health. The Prahran Mission drop-in centre in Chapel Street, Prahran, was forced to close after the previous government cut funding to non-clinical community-based mental health services.

Mr HIBBINS (Prahran) — I recently travelled to Victoria's native forests of the Yarra Ranges and Central Highlands, the source of Prahran's drinking water and the Yarra River and home of the Leadbeater's possum, Victoria's faunal emblem.
Second Reading: Education and Training Reform Amendment (Child Safe Schools) Bill 2015
Mr HIBBINS (Prahran) — It is with a sense of great responsibility that I speak for the Greens on the Education and Training Reform Amendment (Child Safe Schools) Bill 2015. This bill represents one of the final steps in enacting the recommendations of the Family and Community Development Committee report entitled Betrayal of Trust — Inquiry into the Handling of Child Abuse by Religious and Other Non-Government Organisations.
Second Reading: Limitation of Actions Amendment (Child Abuse) Bill 2015
Mr HIBBINS (Prahran) — I rise to speak on the Limitation of Actions Amendment (Child Abuse) Bill 2015, the second bill to come before Parliament today in relation to responding to the recommendations in the Betrayal of Trust report. I acknowledge the substantial contributions of all members in this house to the debates on both bills.
Question without Notice: Greyhounds and live baiting
Mr HIBBINS (Prahran) — My question is to the Minister for Racing. Given the complete failure of Greyhound Racing Victoria (GRV) to detect, prevent or stop the outrageous and illegal practice of live baiting, how can the minister have such confidence to give GRV $3 million to self-regulate ahead of the findings of the review by the racing integrity commissioner?
