Mr HIBBINS (Prahran) — I rise to pay tribute Claude Ullin, who passed away recently. Claude served as a councillor in the City of Malvern and the City of Stonnington for 25 years. He was mayor of Stonnington and Malvern five times, the last being in 2016.
Members Statement: Marriage law postal survey
Mr HIBBINS — This weekend I was out and about in the Prahran electorate supporting marriage equality and encouraging people to fill out their surveys and post them back straightaway. The response from Prahran residents has been an overwhelming 'yes', with many residents anxious they had not received their surveys yet and very much keen to support marriage equality. I am in awe of the strength and resilience of the LGBTI community for all the rubbish they have had to put up with in their fight for equality, this survey being just one other example.
Adjournment Speech: South Yarra Primary School
Mr HIBBINS (Prahran) — My adjournment matter is for the Minister for Education, and I raise it on behalf of the South Yarra Primary School community. The action I seek from the minister is to address both the immediate and the long-term issues faced by overcrowding at South Yarra Primary School.
Greyhound Muzzling Petition
To the Legislative Assembly of Victoria: The petition of the Greyhound Equality Society (GES) and residents of Victoria draws to the attention of the house the 2015 inquiry into the legislative and regulatory framework relating to restricted breed dogs that resulted in the Economy and Infrastructure Committee recommending ending the requirement for non-racing greyhounds to be muzzled in Victoria. Despite this all-party recommendation, the government ordered an additional investigation by the Department of Economic Development, Jobs, Transport and Resources, which we believe is superfluous to the extensive and comprehensive inquiry already undertaken in 2015.
National Broadband Network
Mr HIBBINS (Prahran) — The Greens will be supporting this motion because we are aware of the absolute importance of the national broadband network (NBN) to this state, and it is an absolutely critical piece of infrastructure. I appreciate the focus of the motion and the focus of the proposed inquiry into regional areas. I would point out that the issues faced in terms of broadband connectivity are metropolitan issues as well, and certainly I have had a number of constituents contact me about the poor internet connectivity in the Prahran electorate. Drugs, Poisons and Controlled Substances Amendment (Real-time Prescription Monitoring) Bill 2017
Mr HIBBINS (Prahran) — I rise to speak on behalf of the Greens to the Drugs, Poisons and Controlled Substances Amendment (Real-time Prescription Monitoring) Bill 2017. The Greens will be supporting this bill which, as described in the bill, enables a database to be established for purposes of recording data relating to the supply of monitored poisons. In this bill monitored poisons are referred to as schedule 8 poisons. That schedule covers opioids such as pethidine, morphine and oxycodone and, in addition to that, some other high-risk medications are also included. Mr HIBBINS (Prahran) — I rise to join this grievance debate and grieve for all those Victorians who are experiencing issues with housing, whether it is people experiencing homelessness, sleeping on the streets or in unsafe or insecure accommodation. As I always point out, those people who are experiencing homelessness and living on the streets are just the tip of the iceberg. Racing Amendment (Modernisation) Bill 2017
Mr HIBBINS (Prahran) — I rise to speak briefly on the Racing Amendment (Modernisation) Bill 2017, which makes changes to the government's arrangements for Racing Victoria. It essentially gives the Minister for Racing the power to appoint directors of Racing Victoria following consideration of an advisory panel report. The advisory panel will include the Secretary of the Department of Justice and Regulation; a nominee by the minister; a nominee by Victoria Racing Club, Melbourne Racing Club and the Moonee Valley Racing Club; a nominee by Country Racing Victoria; and a nominee appointed jointly by industry body members which, I understand, is essentially the...
Members Statement: Punt Road planning overlay
Mr HIBBINS (Prahran) — What a cowardly act by the state government to announce its decision to retain the Punt Road public acquisition overlay at 10 minutes to 5 on Friday afternoon, the dumping ground for bad news. Make no mistake: this is a broken promise by Labor. I read from a media release from just before the last election titled 'Punt Road residents ignored by Napthine', with quotes from the then Labor candidate:
Commercial Passenger Vehicle Industry Bill 2017
Mr HIBBINS (Prahran) — I rise briefly to speak on the amendments that have come from the other place in regard to the Commercial Passenger Vehicle Industry Bill 2017. We will be supporting these amendments because we believe that the reduction to a $1 levy is much fairer. We thought the initial estimates from the government in terms of revenue that would be raised from this levy were very conservative and we believe that the $1 levy will still meet the government's needs in terms of the compensation they will be paying.
