Members Statement: Public Housing

Mr HIBBINS (Prahran) — I rise to oppose the government's sell-off of public housing land to private developers, including at Bangs Street in Prahran. We need more public housing and we need better public housing, not a sell-off plan that will only slightly increase the number of units, reduce capacity by reducing the number of bedrooms, and forever limit the amount of public housing that can be put on these estates by selling off around 70 per cent of the estate.

Crimes Legislation Amendment (Protection of Emergency Workers and Others) Bill 2017

Mr HIBBINS (Prahran) — I rise to speak on behalf of the Greens on the Crimes Legislation Amendment (Protection of Emergency Workers and Others) Bill 2017. I understand the intent of this bill is to address the increase in the ramming of police cars. I have a lot of respect for the police and the work they do, particularly in my area. It is very tough work and often very sensitive work. They do a really good job.

Adjournment matter: Members of Parliament code of conduct

Mr HIBBINS (Prahran) — My adjournment matter is for the Special Minister of State, and the action I seek is for the minister to overhaul the current code of conduct for members of Parliament. The seemingly endless series of scandals shows the current code of conduct is out of date, inadequate and unenforceable. It is clear we need a tougher integrity regime for all members of Parliament, a new code of conduct that is clearer, stronger, broader and enforceable by the anti-corruption commission or another independent body, one that will reflect the community's expectations of members of Parliament, cover key areas such as acting in the public interest, transparency, honesty and the appropriate use of entitlements.

Drugs, Poisons and Controlled Substances Amendment (Medically Supervised Injecting Centre) Bill 2017

Mr HIBBINS (Prahran) — I rise in support of the Drugs, Poisons and Controlled Substances Amendment (Medically Supervised Injecting Centre) Bill 2017 and the creation of a supervised injecting centre in North Richmond. This medically supervised injecting centre will save lives and it will reduce the number of overdoses that are currently occurring in the back streets, alleyways and bathrooms in North Richmond. It will act as a gateway to the services and treatments that those people will need. It will get used syringes off the streets. It is long overdue.

Constituency question: South Yarra Station upgrade

Mr HIBBINS (Prahran) — My constituency question is to the Minister for Public Transport, and I ask: what is the latest information on the plan to upgrade South Yarra station? Earlier this year commuters were pleased to see that finally $2 million was allocated to start planning for an upgrade to South Yarra station. This is after years of neglect, 1300 signatures on my 'Upgrade South Yarra station' petition and hundreds of submissions to my commuters survey. Residents are now keen to know what progress has been made and when community consultation will occur.

Matters of Public Importance - Great Forest National Park

Mr HIBBINS (Prahran) — I rise to support the creation of the great forest national park, which is discussed in this matter of public importance. This really is, I think, one of the most exciting policy proposals in Victoria — to end logging in our native forests and create the great forest national park. There are so many benefits to this proposal to have a national park on Melbourne's doorstep for tourism, for sustainable industries, to transition the native forest logging industry to plantations and other industries, to improve our water quality and in fact increase water in our water supply, to tackle the effects of climate change and that massive carbon sink that we know protected native forests would be, to protect our native animals, including our faunal emblem, the Leadbeater's possum, and of course to reduce the risk of fire through that natural firebreak of rainforests.

Gambling Regulation Amendment (Gaming Machine Arrangements) Bill 2017

Mr HIBBINS (Prahran) — I rise to speak on behalf of the Victorian Greens on the Gambling Regulation Amendment (Gaming Machine Arrangements) Bill 2017. This government had a real opportunity before the pokies licences expire in 2022 to put in place a tough regime for pokies operators that would genuinely reduce harm from these machines. These machines have been around since the 1990s and have damaged lives, have destroyed families and are draining billions of dollars from Victorians every year.

Members Statement: Hornby Street Crossover

Mr HIBBINS (Prahran) — I rise to condemn the appalling way that VicRoads has handled the closure of the Hornby Street, Windsor, crossover. It goes something like this: close the crossover with no warning to residents and no chance for consultation; months later, despite requests for a face-to-face meeting with VicRoads, tell people that if they have got any ideas, to send them an email; then wait for over a year to have an onsite meeting with residents and completely underestimate how many people will show up, resulting in a shambolic meeting, without anyone being able hear what was being said and confusion over whether the final decision had been made or not; months after that, hold a second meeting but tell residents that the decision has been made to permanently close the crossover, and that this is just to inform residents about how VicRoads came to that decision; and finally, almost two years after the original closure, put out material informing residents that works will be taking place to permanently close the crossover.

Voluntary Assisted Dying Bill 2017

Mr HIBBINS (Prahran)  — I rise to speak on behalf of the Greens to the Voluntary Assisted Dying Bill 2017. The Greens will be supporting this bill. Voluntary assisted dying, or dying with dignity, has been a long-held policy of the Greens. It is worth pointing out that whilst I personally support this legislation, this is also a matter of policy for the Greens. Whilst I understand that this is a free vote for other members of this chamber, I am certainly urging all members to support this bill, and I am urging them to support this bill for the following reasons.
