Members statements: Planning decisions

I rise to condemn the approval of yet another development by the Minister for Planning in the Prahran electorate. This is yet another example where planning ministers from both Labor and Liberal parties have overridden local planning laws and instead approved developments, despite community opposition, that are in breach of our local planning laws. This permit had already been rejected by the local Windsor community, by the local council, by VCAT, and it now has been put through by the planning minister as part of the government’s development facilitation program. How can people, how can residents, have any confidence and any faith in our local planning laws and in the planning scheme if planning ministers just come in and override the planning laws and our local communities?

We are told now that the government’s shift towards taking even more power away from local communities was a plan that would have allowed the property industry to make super profits at the expense of local residents and local planning laws in some false choice between developer-friendly planning laws and funding social housing. The car industry and environmental groups did not want the EV tax, the mining industry did not want the gold royalty, big business did not want the mental health levy, but developers and the property industry get to pick and choose which taxes they get to pay. I mean, it is absolutely ludicrous. We need stronger planning laws that give local communities a voice and certainty, not property developer super profits.

Question without Notice: Phase out coal

Mr HIBBINS (Prahran): My question is to the Premier. Victoria’s three coal-fired power stations are currently Victoria’s biggest source of climate pollution, and the Loy Yang power plants are licensed by the government to operate for another 2½ decades. Premier, why doesn’t the government have a clear, transparent time line...
