Question on Notice: RTO and Vet funding

QUESTION ON NOTICE — Mr Hibbins to ask the Minister for Education for the Minister for Training and Skills — 

In 2014–15:

(1) How many times has the Department of Education and Training undertaken an audit or review of a Registered Training Organisation (RTO).

(2) How many times was an RTO found to be in non-compliance of its VET funding contract.

(3) What were the names of the RTOs found to be in non-compliance of their VET funding contract.

The Minister for Training and Skills:  I am informed as follows:

I wish to take this opportunity to emphasise that the Government takes the provision of quality training within the VET sector extremely seriously. To this end, as part of the Review, I have announced $9 million in funding towards improving the Department's oversight of RTOs. This funding will be specifically dedicated towards expanding the number and scope of the audits the Department conducts in 2015 and 2016.

In 2014, the Department conducted audits at 116 RTOs.

The recently released Review of Quality Assurance in Victoria's VET System (the Review) detailed 19 key recommendations to improve the Department's quality assurance over contracted RTOs, and provide stronger information to consumers.

One of the Review's 19 recommendations explicitly relates to making publicly available information regarding completed and agreed audit results. As such, I have directed the Department to commence action towards meeting this commitment going forward. This will include identification of RTOs subject to contract termination as a result of compliance action - information that is not at present publicly available.
