Caulfield Racecourse Reserve Bill 2017

Mr HIBBINS (Prahran) — I rise to pay tribute Claude Ullin, who passed away recently. Claude served as a councillor in the City of Malvern and the City of Stonnington for 25 years. He was mayor of Stonnington and Malvern five times, the last being in 2016.

Members Statement: Marriage law postal survey

Mr HIBBINS — This weekend I was out and about in the Prahran electorate supporting marriage equality and encouraging people to fill out their surveys and post them back straightaway. The response from Prahran residents has been an overwhelming 'yes', with many residents anxious they had not received their surveys yet and very much keen to support marriage equality. I am in awe of the strength and resilience of the LGBTI community for all the rubbish they have had to put up with in their fight for equality, this survey being just one other example.

Greyhound Muzzling Petition

To the Legislative Assembly of Victoria:

The petition of the Greyhound Equality Society (GES) and residents of Victoria draws to the attention of the house the 2015 inquiry into the legislative and regulatory framework relating to restricted breed dogs that resulted in the Economy and Infrastructure Committee recommending ending the requirement for non-racing greyhounds to be muzzled in Victoria. Despite this all-party recommendation, the government ordered an additional investigation by the Department of Economic Development, Jobs, Transport and Resources, which we believe is superfluous to the extensive and comprehensive inquiry already undertaken in 2015.

National Broadband Network

Mr HIBBINS (Prahran) — The Greens will be supporting this motion because we are aware of the absolute importance of the national broadband network (NBN) to this state, and it is an absolutely critical piece of infrastructure. I appreciate the focus of the motion and the focus of the proposed inquiry into regional areas. I would point out that the issues faced in terms of broadband connectivity are metropolitan issues as well, and certainly I have had a number of constituents contact me about the poor internet connectivity in the Prahran electorate. We certainly are affected by the change in approach to the NBN that the current federal government has taken.

Drugs, Poisons and Controlled Substances Amendment (Real-time Prescription Monitoring) Bill 2017

Mr HIBBINS (Prahran) — I rise to speak on behalf of the Greens to the Drugs, Poisons and Controlled Substances Amendment (Real-time Prescription Monitoring) Bill 2017. The Greens will be supporting this bill which, as described in the bill, enables a database to be established for purposes of recording data relating to the supply of monitored poisons. In this bill monitored poisons are referred to as schedule 8 poisons. That schedule covers opioids such as pethidine, morphine and oxycodone and, in addition to that, some other high-risk medications are also included. We certainly support this bill and the provision of that real-time monitoring database.

Housing affordability

Mr HIBBINS (Prahran) — I rise to join this grievance debate and grieve for all those Victorians who are experiencing issues with housing, whether it is people experiencing homelessness, sleeping on the streets or in unsafe or insecure accommodation. As I always point out, those people who are experiencing homelessness and living on the streets are just the tip of the iceberg. There are always so many more people who are in insecure housing or insecure accommodation that may not be safe. There has been an increase in visible homelessness, but I would just point out how incredibly disappointed I am in speaking about homelessness. It is a serious issue, and when I raise this at public forums across my electorate everyone across the board understands the issue.
